What AIRE is and who must register
AIRE is the Italian register of citizens who live outside Italy. You must register if you move your residence abroad for more than 12 months. It also applies to people who are already abroad because they were born there or became Italian later.
The deadline is 90 days from the move. Registering in AIRE removes you from the Italian municipality's population register (APR).
AIRE is not the same as Swedish registration. You do folkbokföring with Skatteverket and AIRE with Italy. They are two separate registrations, and the first gives you the document you need for the second.
How to register, step by step
- Register in Sweden. You need folkbokföring first.
- Order the right certificate from Skatteverket. It is called "Utdrag med familjära relationer samt datum på flytt till/från Sverige". It must be in your name and issued no more than 3 months ago.
- Log in to the FAST IT portal (serviziconsolari.esteri.it) and fill in the request. The portal generates the form; if you log in with SPID no signature is needed.
- Attach the documents: Italian ID card or passport (recently expired is fine) and the Skatteverket certificate.
For families, you need one certificate per adult Italian citizen.
Email to the Embassy is only a fallback if the portal does not work.
If you do not register
The consulate can pass on your registration ex officio when it appears that you live abroad permanently. Do not count on that: register yourself within 90 days.
The Italian law of 30 December 2023, no. 213 introduced administrative sanctions for people who do not register or do not update their data. They are applied by the Italian comune. We state no amounts: ask your comune.
Once registered, you must tell the AIRE comune about every change: civil status, address, household composition.
What changes when you register
- Healthcare. You lose your enrolment in the Italian national health service, meaning your GP in Italy. When you are in Italy, urgent care remains. In Sweden you are covered as a resident: see the guide on healthcare.
- Voting. People registered in AIRE vote by post from abroad in general elections and referendums. You can choose to vote in Italy if you say so within the deadlines: check the Embassy website before each election.
- Tax. Since 2024, AIRE registration alone no longer decides your tax residence (reform of art. 2 TUIR, d.lgs. 209/2023): what counts is where you actually live. Talk to an accountant (commercialista).
- A home in Italy. If you own one, ask the comune how your position changes. We give no rules here.
The Embassy of Italy in Stockholm
Passport and electronic ID card (CIE)
Passport. For people who live in Sweden and are registered in AIRE. You need the form, the old passport, two photos and an updated family certificate from Skatteverket. Pay by card or in cash in kronor; Swish is not available. The fee changes every quarter: see the table on the Embassy website. We give no figure.
If you live in Skåne, you can start the process at the honorary consulate in Malmö.
CIE. For people who live in the Embassy's district and are registered in AIRE. You book through Prenot@mi, the fee is updated every quarter and the card is sent by post. According to the Embassy, from 1 June 2026 people registered in AIRE can apply for the CIE in any Italian comune. Check the Embassy website before planning a trip.
Civil status: births, marriages, divorces
Births, marriages, divorces and deaths that happen in Sweden must be transcribed in Italy through the Embassy. AIRE registration must come first. Without transcription you cannot get updated Italian certificates and documents, and changes of civil status must be declared (DPR 396/2000).
Requests go by post to: Italienska Ambassaden, "Stato Civile", Djurgårdsvägen 174, 115 21 Stockholm.
If your Swedish documents need translation or legalisation, see the Embassy's page on translation and legalisation. We give no general rules.
Children born in Sweden
This is where people go wrong most often. The Embassy says it plainly: for births abroad, check the citizenship requirements first.
Swedish at birth. Under Swedish law (2001
, § 2) the child is Swedish if one parent is a Swedish citizen, wherever the child is born. See the guide on Swedish citizenship.Italian by descent. This is not automatic for everyone.
The typical case in Stockholm. A child is born in Sweden to one Italian and one Swedish parent: the child is Swedish from birth and is also entitled to Italian citizenship if the conditions above are met (for example, the Italian parent was born in Italy). That is dual citizenship, and both Sweden and Italy allow it.
The 4 practical steps:
- The Italian parent is registered in AIRE.
- You request the transcription of the birth certificate through the Embassy (civil status office), with the Skatteverket certificate.
- The child is registered in AIRE with the parent.
- Then Italian passport or CIE.
Moving back to Italy
You register with the Italian comune's population register and AIRE is updated. Contact the comune, and the Embassy if needed, before you leave.
Common mistakes
- The wrong or an old Skatteverket certificate. It is called "Utdrag med familjära relationer samt datum på flytt till/från Sverige" and must be no more than 3 months old.
- Forgetting one certificate per adult Italian citizen when registering a family.
- Turning up at the Embassy without an appointment. It receives people only through Prenot@mi.
- Assuming AIRE alone settles your tax. Not since 2024: talk to a commercialista.
- Not reporting changes (address, civil status, family) to the AIRE comune.
- Looking for figures in this guide. Fees and sanctions change: current amounts are on the Embassy website.
